The office of the Town Clerk has the overall charge of overseeing and managing the operations of the Council in order to ensure effective delivery of quality services to the community. From the overall responsibilities of the Town Clerk’s office, it is by design that the strategic objectives thereof are largely based on operational excellence and good governance. The following units work under institutional management;
These are tasked with ensuring enhanced and effective Communication with the Public, enhanced Resource Mobilization for Local Economic Growth, Improved Performance Management, enhanced Internal Controls Public Private Partnership, Infrastructure Development, Information Management, and Monitoring Internal Controls. The units support and compliment the operations of all the other departments
Provides for general administrative support in terms of logistics, staff matters and technical support to the other departments. It also houses the enforcement wing of the local authority tasked with enforcing by laws and those as prescribed in the Local Government Act. The department houses Council Police Section, Solemnisation of Marriages Section, Human Resource, General Administration, Committee Section and Printing Section.
Oversees the provision of public health services across the city to prevent, control and protect the public from environmental health hazards focusing on enhancing public health management, recycling, improving city sanitation and enhancing disease outbreak preparedness. The department has cleansing /waste management, health education, disease and pest control, inspectorate and funeral sections.
The Department of Planning focuses on ensuring a sustained improvement in the neighbourhood planning and efficient delivery of urban management processes. It is also concerned with ensuring that all social economic, physical and environmental planning aspects are sustainable, inclusive and able to embrace diversity for this generation and the next. Sections such as building inspectorate, physical planning, social economic planning and environmental planning is housed under this department.
The department is responsible for overseeing and managing the provision of housing and social services as contained in the Urban and Regional Planning Act no 3 of 2015, in order to enhance community development. It coordinates community based programmmes in the city in order to promote community participation in development and improving their livelihoods. The department also oversees the effective provision of conventional housing and upgrading of unplanned settlements in order to improve the living standards of the community. Further, the department effectively oversees the administration of markets and bus stations in order to improve their operations. It is also responsible for library operations in the district in order to provide a conducive environment and encourage a culture of reading. It further oversees the effective provision of sports and recreation facilities in order to ensure the wellbeing of communities.
The Department of Legal Services was established to provide legal services to the council in order to ensure that it operates within the legal framework. The department manages and undertakes timely presentation of court matters in order to safeguard council interests. It also has the responsibility of conducting timely prosecution of criminal offences pursuant to the local government act and other related legislation in order to enhance compliance. The department oversees estate management by the timely processing of land applications in order to facilitate allocation and sustainable development as well as effectively maintaining the deeds register in order to facilitate storage and retrieval of information. It also regulates conduct of businesses through the timely and effective issuance of licenses. Lastly, the department oversees the preparation of all contractual arrangements and execution in order to enhance contract management. Sections include Estates, Deeds, Licencing
Responsible for infrastructure development and maintenance in the city
Roads and Drainages Section is concerned with road construction in newly opened areas, rehabilitation of township roads, upgrading urban roads to bituminous standards, installation of road furniture, construction and maintenance of functional crossways, bridges and drainages in the District. Sections include, Electrical, Mechanical, Building Maintenance, Parks and Gardens and Fire Section
The department of finance oversees the effective and efficient mobilization and prudent utilization of financial resources in order to enhance smooth operations of the council. It is concerned with effectively and efficiently collecting all revenues due to the council in order to finance council’s operations, expenditure - effectively the monitoring of expenditure in order to ensure compliance with the council’s budget, financial reports - co-ordinate the timely production of financial reports for both internal and external users in order to facilitate decision making, commercial ventures - effectively overseeing the operations of commercial ventures and investments in order to maximize their profitability and broadening the council’s revenue base among other issues Real Estate,
The Department has Valuation and Property Taxation Section , Expenditure Section , Revenue Section , Accountancy Section , Commercial Section and Information Technology Sections.
The Department shall be responsible for the implementation of the livestock
development programmes and provision of veterinary services. The Department shall
also be responsible for monitoring the implementation of the national fisheries
programmes in capture fisheries management and aquaculture development.
